How to read this. The overall banner is operational only when the OFAC SDN snapshot is current, every other upstream is reachable and signing is configured. A stale or unavailable OFAC SDN snapshot means wallet screening is refused (before payment) until it is current. Degraded means at least one data source is temporarily unavailable — checks that depend on it will return an honest "upstream unavailable" rather than a guessed result. This reflects the core discipline: never fabricate a compliance result. A degraded upstream is disclosed, never hidden.
