How to read this. The overall banner is operational only when every upstream is reachable and signing is configured. Degraded means at least one data source is temporarily unreachable — checks that depend on it will return an honest "upstream unavailable" rather than a guessed result. This reflects the core discipline: never fabricate a compliance result. A degraded upstream is disclosed, never hidden.
